升级 UCenter 1.7.0 出现错误，求解！

程序目录中本来没有uc_server/data/config.inc.php这个文件，升级提示缺失，我就创建了一个空白的config.inc.php文件，可继续下一步又报错。不知道怎么搞了。
错误提示如下：
